Network 4 on the Web
ESRD Network 4 is Working for you.

CROWNWeb Phase 2 is HERE!

ESRD Network 4 will be included in the limited roll-out of CROWNWeb beginning August 3, 2009. Those units which have been selected to particiate in this phase will be asked to attend conference calls, provide feedback and be given additional training as needed.

Phase 2 Resources

  • QIPS Tips (format: PDF, size: 1.1 mb) -- Excerpts taken from the QIPS Training Guides which show the steps to follow if you forgot your password or need to reset your password in QIPS and CROWNWeb.
  • Network 4's CROWNWeb Kick-off Presentation Slides (format: PDF, size: 373 kb) -- This is the presentation that Network 4 gave to our Phase 2 participants. It highlights what is expected to be done in CROWNWeb and what we require to be returned to the Network office.
  • Network 4's CROWNWeb Phase 2 Weekly Facility Feedback (format: PDF, size: 81 kb) -- This feedback is requested to be completed by each Phase 2 particpating unit and returned to the Network office by noon every Friday. This feedback is an opportunity for units to tell the Network and CMS how the system is working for them ... as well as letting the Network know what kind of work is being performed. Or, you can click here to submit your Weekly Facility Feedback via SurveyMonkey(r)
  • Network 4's CROWNWeb Weekly Fax Coversheet (format: PDF, size: 129 kb) -- Use this coversheet for when you fax over your feedback and hardcopy materials.

Phase 2 Progress Notes

  • CROWNWeb Questions with CMS/RCT Responses (format: PDF, size: 91 kb) -- On August 20th, the Networks, CMS, RCT Team, and participating Dialysis Units held a conference call. During that call, the RCT Team reviewed a list of questions and provided responses. These questions range from batch submissions through clinical data -- the answers may help you to better understand how to enter information in CROWNWeb.

Conditions for Coverage Impact of CROWNWeb

On April 15, 2008, the Centers for Medcare & Medicaid Services published updated Conditions for Coverage for End-Stage Renal Disease Facilities in the Federal Register.

Electronic Data Submission Requirement

The final rule requires electronic submission of administrative and clinical data by all Medicare approved dialysis facilities in the United States (§494.180(h)). This requirement takes effect on Jebruary 1, 2009. To support this mandate, CMS announces CROWNWeb, a web-based software application that all dialysis facilities will be required to use beginning February 1, 2009. Use of CROWNWeb for data submission beginning February 1, 2009 is mandatory to support CMS's goals of quality improvement and performance assessment, as well as to ensure prompt claims processing and reimbursement.

CROWNWeb's Relationship to the 2008 ESRD Conditions for Coverage

The CROWNWeb application provides direct support for the Final Rule of the 2008 Conditions for Coverage in multiple ways. The following items illustrate CROWNWeb's support and includes therelevant section and/or page numbers from the 2008 ESRD Conditions for Coverage:

  • CROWNWeb provides a mechanism for complying with the electronic data submission requirement (§494.180(h))
  • CROWNWeb offers technology that protects data in accordance with HIPAA regulations (p. 20443)
  • CROWNWeb collects and verifies CPM data from 100% of the patients at contributing facilities (p. 20470)
  • CROWNWeb enables comparative reporting for a facility against Network/National aggregate data (p. 20442)
  • CROWNWeb users may choose from two types of CROWNWeb training (instuctor-led or web-based training) which will be provided nation-wide to facility staff and other users (p. 20468)

CROWNWeb System Requirements

To access CROWNWeb, a facility must have a computer connected to the Internet that meets the minimum specifications outlined below. Most computers built within the last four years will meet these minimum requirements. Additionally, high-speed Internet connectivity (DSL, cable, or faster) is required. Please note that your facility's computer system must meet the minimum system requirements to access CROWNWeb when it launches February 1, 2009.

  • Internet Browser = Internet Explorer 6.0 or 7.0
  • Operating System = Windows XP SP2 or Windows Vista SP1
  • Document Viewer = Adobe Acrobat Reader 8 or higher
  • Internet Connection = High-speed/Broadband (dial-up not supported)

QualityNet Identity Provisioning System (QIPS)

In order to access the CROWNWeb system, your staff will need to complete the QualityNet Identity Provisioning System (QIPS) Account Form.

It is the expectation of CMS that each facility will have appointed a primary and backup "Security Administrator (SA)". These individuals will typically be the Clinical Manager or the Facility Administrator and will be responsible for verifying the accuracy of information on the QIPS form, enter the QIPS form in the system, and forward the form to the Helpdesk for final processing. This individual will also manage each user's role and scope in CROWNweb.

SUGGESTION: LET THE NETWORK OFFICE BE YOUR SECURITY ADMINISTRATOR

The work expected of the SA can be confusing. Let Network 4 be your security administrator. If you follow this suggestion, this is what you should expect:

  • Complete your QIPS form and send it to the Network 4 office, via USPS Return Receipt Requested & Certified mail
  • The Network will review your form for accuracy and work with you to resolve issues should information not be present
  • The Network will enter your form into QIPS and forward your form to the CROWN Helpdesk (via USPS return receipt requested & certified mail) -- This will generate an automatic email to you from the system
  • The CROWN Helpdesk will review your form and send you another email once your access to the CROWNWeb system has been granted
  • If available, the Network will assign the Roles and Scope to your ID in CROWNWeb, given what you requested on your QIPS form
  • Using your ID and the temporary password (each sent in separate emails), sign onto QIPS -- you'll change your password and answer security questions.
  • If available, you can now sign onto CROWNWeb using the same ID/Password combination you just used in QIPS
